E&E Eligibility Assistant

Conversational assistant in the Eligibility & Enrollment platform. RAG over Federal and Maryland policy in PostgreSQL/pgvector, Amazon Bedrock for foundation models, and MCP so the assistant can call controlled case-data and eligibility-rule services when live context is required.

FNS QC application

Quality-control / BPE audit application in MD THINK: controlled sampling, review workflows, and tracking for benefits-quality compliance.

E&E modernization

Decomposed a tightly coupled monolith into Customer Service, Worker Portal, Sampling, Notices, QC, and a reusable Spring Batch framework using a phased Strangler Fig migration.

Worker landing page and SSO

Worker hub with federated sign-in (SAML 2.0 and OpenID Connect) across independently deployed portals. Logout treated as a platform event so one application cannot take the others down.

Defined REST contracts, data ownership, and service boundaries, then built Spring Boot services with JPA/PostgreSQL and a migration from 2.7 to 3.x.
Designed S3 upload/download with pre-signed URLs, SQS/Lambda processing, idempotency, retries, and dead-letter handling so large files never sat on app servers.
Built a restartable Spring Batch framework and used Apache DolphinScheduler for multi-step job orchestration.
Grounded assistant answers with Cohere embeddings, policy citations, prompt controls, and model evaluations on Claude and Nova.
Secured APIs with Google authentication, Spring Security, JWT, and RBAC; designed worker SSO across independently deployed portals, including coordinated logout; supported Docker/Kubernetes, Jenkins, and Splunk in production.

Built Kafka sources with checkpointed offsets, Avro validation, sanitization and masking, windowing, RocksDB/HashMap state, deduplication, and a bad-event path.
