Modernizing Eligibility & Enrollment and shipping an AI assistant that answers SNAP, Medicaid, and TANF questions from grounded policy — not free-form model output.

E&E Eligibility Assistant

Conversational assistant in the Eligibility & Enrollment platform. RAG over Federal and Maryland policy in PostgreSQL/pgvector, Amazon Bedrock for foundation models, and MCP so the assistant can call controlled case-data and eligibility-rule services when live context is required.

FNS QC application

Quality-control / BPE audit application in MD THINK: controlled sampling, review workflows, and tracking for benefits-quality compliance.

E&E modernization

Decomposed a tightly coupled monolith into Customer Service, Worker Portal, Sampling, Notices, QC, and a reusable Spring Batch framework using a phased Strangler Fig migration.

  • Defined REST contracts, data ownership, and service boundaries, then built Spring Boot services with JPA/PostgreSQL and a migration from 2.7 to 3.x.
  • Designed S3 upload/download with pre-signed URLs, SQS/Lambda processing, idempotency, retries, and dead-letter handling so large files never sat on app servers.
  • Built a restartable Spring Batch framework and used Apache DolphinScheduler for multi-step job orchestration.
  • Grounded chatbot answers with Cohere embeddings, policy citations, prompt controls, and model POCs on Claude and Nova.
  • Secured APIs with Google authentication, Spring Security, JWT, and RBAC; supported Docker/Kubernetes, Jenkins, and Splunk in production.

  • Built payment and notification APIs with stable contracts for the UI, plus Kafka consumers for anomaly, missing-file, and missing-transaction events.
  • Standardized MongoDB documents across ETL, notification, and API paths, including aggregation pipelines into Java domain models.

  • Built Kafka source functions, Avro validation, scrubbing, enrichment, shredding, deduplication, and bad-event handling.
